“Gambling Commission ‘yet to see proper evidence of the effectiveness’ of GamStop”

Online gambling firms could be banned from sending promotional material to customers amid concern from the industry regulator about “unacceptable” flaws in a system designed to help problem gamblers bar themselves from betting.

In a letter obtained by the Guardian, the Gambling Commission warned the industry trade body, the Remote Gambling Association, of failings in betting websites’ new GamStop self-exclusion scheme.

The commission’s executive director, Tim Miller, said he was “yet to see proper evidence of the effectiveness” of GamStop, which was scheduled for launch by the end of 2017 but has suffered delays.

A test by the Guardian on Friday revealed what appeared to be flaws in the technology, which works by collecting personal details from the problem gamblers who sign up and sharing the information with websites so that they can lock those customers out.

It proved easy to register with several websites simply by changing the surname on the account, even when details such as mobile phone number, email and home address remained the same. The commission said it was also concerned that GamStop did not synchronise its list of registered users with companies’ promotional mailing lists.

Miller told the RGA that it was “unacceptable that currently GamStop does not interact with marketing lists in that way”.

He said the commission was ready to demand that firms do not send marketing messages to people who have signed up to either GamStop or another self-exclusion scheme, or risk losing their licence.

Given that GamStop currently does not offer this feature, the requirement would be a de facto ban on direct marketing.

A spokesperson for GamStop, funded by online gambling companies, said the system was still being fine-tuned and would be reviewed to see whether user details could be safely linked to marketing lists without compromising personal data.

Several major firms are yet to sign up GamStop, which will become a condition of holding a gambling licence once the commission believes it is ready.

The commission’s warning to the industry comes just days after the government said it would reduce the stakes on fixed-odds betting terminals (FOBTs) from £100 to £2.

In a report accompanying the decision, the sports minister, Tracey Crouch, warned the online gambling industry that it should not “take its foot off the pedal” in tackling addiction and could face new regulation if it failed to act.

The Labour MP Carolyn Harris, who led the campaign to reduce the maximum stakes on FOBTs, said GamStop’s flaws showed online firms should now face more scrutiny.

“It never fails to amaze me how laissez-faire the industry is when it comes to offering support to prevent harmful gambling yet manages to make sure ways of making money for the industry are as effective as possible,” she said.

GAMSTOP: Online multi-operator self-exclusion scheme / National online self-exclusion scheme

The gambling industry aims to have an online multi-operator self-exclusion scheme in place by Spring 2018. We are very pleased that the Remote Gambling Association (RGA) is taking this work forward on behalf of the online sector and we will continue to liaise closely with them throughout the process.

The Remote Gambling Association has announced that GAMSTOP is the name of the national online self-exclusion scheme.

Creating and managing an effective scheme will allow the industry to further demonstrate commitment to improving player protection.

An industry-led and managed solution is best placed to deliver an effective and efficient scheme by building, in particular, on the core experience and expertise in the industry of developing and overseeing large IT solutions, as well as administering current self-exclusion schemes.

We have a keen interest in ensuring that a successful scheme is developed and implemented for consumers. We want continuing focus during the design of the scheme on the customers that will use it and we will assist by offering advice on the principles that should underpin a fit for purpose, consumer-focused, scheme. For example characteristics of such a scheme would include:

  • identity checks during the registration process to ensure the person and their personal details are correctly registered
  • a design that effectively recognises and accommodates the fact that the sector includes operators of different sizes
  • appropriate allocation of costs across operators
  • suitable governance arrangements.

The RGA has commissioned a scoping study to assess the options and associated costs for a national scheme. That final scheme will, of course, include all relevant online operators licensed by the Gambling Commission and not just RGA members.

We will work closely with the RGA to ensure that notable milestones in the project’s evolution are brought to the attention of the wider industry and that there are opportunities to discuss the project with representatives of the RGA.

UKGC: Improvements needed before GamStop becomes mandatory

The GB Gambling Commission believes further improvements to the online self-exclusion system GamStop are needed before it becomes mandatory for all licensees to integrate with the solution.

While the majority of UK licensees have partnered the system, the Commission told that more work must be done for signing up to GamStop to be a key licence condition.

‘’We welcome the establishment of GamStop and the ongoing steps they have been taking to continually develop and improve the scheme,” the Commission said of the solution. “We are pleased to see that a large number of people are already getting protection through signing up and we hear directly from people about the benefits it has provided.

“However, the scheme has not yet reached the point where we are satisfied to trigger the requirement for all operators to become members,” it added. “We will continue to support GamStop’s work to ensure the further developments and improvements are made.’’

Developed by the Remote Gambling Association (RGA), GamStop has been designed to allow customers to block access to all igaming sites operated by companies signed up to the system by registering on its platform. It is intended to eventually become a mandatory requirement for all Gambling Commission licence holders to integrate with the solution. The RGA said it would welcome GamStop being a mandatory condition for an operating license.

“The Remote Gambling Association and our Members fully support GamStop, this ground breaking social responsibility support tool is currently helping more than 70,000 people who have chosen to self-exclude,” an RGA spokesperson said. “We would welcome the inclusion of being registered with GAMSTOP as a condition of licence. Self-exclusion is an important tool in tackling problem gambling and the industry has been very supportive of this system. We will continue to innovate and improve self-exclusion and other schemes to address the issue of problem gambling.”

A GamStop spokesperson said that the the National Online Self Exclusion Scheme is working with the Gambling Commission and hopes that GamStop can be a requirement for licenceholders in the near future.

“GamStop is committed to working closely with the Gambling Commission towards the scheme becoming a licence condition,” a GamStop spokesperson said, “In the meantime our priority is to provide the best possible service to the many thousands of individuals  who are currently registered.”

GamStop soft-launched in April 2018 – having originally been expected to go live in 2017 – and has since been criticised for flaws in the system that allowed self-excluded players to resume gambling.

In January this year a BBC investigation revealed that players could bypass the system by changing their user details. At the time GamStop said it was working to fix the loophole, something it believed would be aided by the introduction of enhanced ID verification requirements by the Gambling Commission. These came into effect from 7 May.

GamStop says ID changes will enhance self-exclusion service

GamStop has said that improved identity verification processes for operators will improve its service, after a BBC investigation accused the self-exclusion platform of failing to adequately protect problem gamblers.

The industry-managed national online self-exclusion database, was the subject of a report by the BBC Radio 5 Live Investigates show over the weekend. This saw flaws in the solution highlighted, namely the fact that a gambler that had self-excluded could bypass the system by simply changing their user details.

GamStop accepted that such flaws are a concern, and said it was working hard to improve the solution. It said that these efforts will be aided by the UK Gambling Commission’s efforts to enhance the initial identity verification processes carried out by gambling operators when a customer signs up. These changes, GamStop said, would make it harder for customers to trick the system into allowing them to resume gambling while excluded.

“Whilst it is effective for the vast majority of the 50,000 people who have since registered with the scheme, there are a small number of individuals who have been able to subsequently open gambling accounts by changing details provided during registration,” GamStop explained. “Since the UK does not have a national ID scheme, matching consumers is reliant on the information they provide to GamStop and also the quality of information held by each operator.

“Operators have varied methods of verification and differ vastly in size and scope. This makes GamStop an extremely complex technology project.”

GamStop said it was working closely with operators to better understand this flaw, and that it had launched a new consumer account function on its website, making it easier for customers to update their details and maximise the level of protection offered.

“GamStop remains an important self-help tool and we can see that it is effectively blocking many thousands of individuals every day.”

A Gambling Commission spokesperson told The Guardian newspaper that it would soon announce the outcome of a consultation on ID verification which could see operators required to block customers from using incorrect details, such as different names, when signing up.

The regulator accepted that GamStop is “still in its testing phase and is working on improvements.”

The solution soft-launched in April 2018, with GamStop seeking feedback and comments from the industry and players in order to refine and improve the product.

The Remote Gambling Association (RGA) agreed to design and implement the self-exclusion scheme at the start of 2016 to meet the aims of the Gambling Commission’s Licence Conditions and Codes of Practice under the terms of the 2014 Gambling Act.

Speaking to today, the RGA, which represents the country’s major gambling operators, was unwavering in its support for GamStop.

“The Remote Gambling Association and our members fully support GamStop, this ground-breaking social responsibility support tool is currently helping more than 50,000 people who have chosen to self-exclude,” said RGA social responsibility manager Stella Dalton.

“We recognise that such a complex multi operator digital system can be challenging, we are not complacent about how vitally important it is to continuously work together to provide the support for those who need it.”

GamStop is free of charge for the user and provides the option to self-exclude from online gambling activities for six months, one or five years. The founders Campaign for Fairer Gambling (CFG) have launched a competing self-exclusion service, Gamban, for which customers must pay £10. However, the solution is available free of charge to Kindred Group customers, through a partnership with the operator.
